Today we know that in August 1962, in the small French town of Metz, a secret accord was stipulated between Cardinal Tisserant, the Vatican representative, and the new Orthodox Archbishop of Yaroslav, Monsignor Nicodemus, who was an agent for the KGB, - this as was documented after the opening of the archives in Moscow. On the basis of this accord the ecclesiastical authorities agreed not to discuss Communism at the Council. This was the condition requested by the Kremlin which would permit the participation of observers from the Patriarchate of Moscow at the Council.
