I believe this article refers only to the Eastern Churches in communion with or under the juristiction of the pope but does not affect the Eastern Orthodox churches that broke with Rome about 1000 years ago.

You are correct. My impression is that the Latins have often treated the Eastern Churches in communion with Rome as if they were redheaded stepchildren. I can see why our Byzantine fellows believers would not be happy about this.
