As I read the letter it is a request and not an order. In any case I doubt that the Italian or Roman civil authoirities would give a rip about any actual orders from the Vatican.
When you actually read the letter, it looks like when the bishop said “Rome”, he really meant “do not come to the Vatican to attend the conference”.
Not a word in that reminds me much of anything Jesus ever said or did. But it looks like a corporate attorney, a Pharisee, or some fat farting euro monarch would be right at home.
A request, with the specific stipulation of obedience, is an order.

Bergoglio has so far ignored a request from Raymond Cardinal Burke for a papal visit. Does he fear something?
And now he has instructed his “special delegate” to the Knights of Malta to order, via obedience, the former Grand Master of the Knights of Malta from attending the election of the next Grand Master.
There’s absolutely nothing that is “positive” in francischurch.
According to Festing, Francis told him that it would be okay if the Order of Malta re-elected him as Grand Master.
I guess not, after all.
Priests and religious (at least most of them) have taken a vow obedience. Rightly or wrongly, this priest has been directed not to come for the election. For many, this is tough to swallow, but the vow should be remembered.
Obedience has been a hallmark of many saints, even when their superiors were treating them unjustly (St. Pius of Pietrelcina, St. Faustina, etc.). In all cases of saints being obedient, the right outcome was achieved, maybe if not in their time.
While challenging, the good Father would do well to obey, trusting in God, His will be done.
St Paul resisted St.Peter, the first Pope, to his face.
That is true, but I think this situation is a little different.
How so?
St. Peter wasn’t passing out condoms.
