That is the whole problem with lay extraordinary ministers of holy communion in a nutshell. They are told not to withhold communion from anyone, thus breaking Church discipline. Not to mention that many are not properly dressed or otherwise properly disposed.
Actually, the problem is a bit more fundamental:
If only those of us who were in a state of grace presented ourselves for Communion, a single priest would suffice.
