Yes but only after he killed a bunch of people. And what happened in Romanian orphanages was a real horror show.

In fact Communist orphanages are consistently horrible. I used to work in international adoption and kids from really dirt poor countries like Vanuatu, Haiti and Uganda were all in better shape mentally and physically then the kids from behind Iron Curtain.

Have a co-worker with 3 adopted children from Russia (adopted as babies), a boy now 15, and twin girls now 7. All sweet kids doing very well.
