The USA Dept of Treasury actually forced Benedict's "abdication" in 2013 by cutting of the Vatican and Vatican Bank from the SWIFT system. The Church's finances were completely frozen. The ostensible reason was Treasury was investigating "corruption and money laundering" in the Vatican Bank.
But lo and behold, SWIFT was turned back on the day after Benedict resigned (investigation over!), before Bergoglio was elevated - although everyone knew it would be Bergoglio to be chosen.
