A Smart City is an urban environment with omnipresent surveillance and data harvesting technologies that will monitor and record even the most intimate, personal details of everyone.
The goal is to know everything about everybody: what you eat and drink, where you go, what you buy, who you meet, what you think, how you feel, your opinions, your habits, your health and vaccination status, and so on.
Every. Little. Detail. The justification for this all-encompassing surveillance is that it is supposedly essential to “save the planet” from climate change. They also guarantee it will make your life more connected, safer and healthier.

Think of how Democrats treated blacks when they succeeded in getting them in inner cities. When they were open-aired imprisoned, they cut off the funding to make their communities livable.

I know an older white guy that is married to a Chinese woman. Her grandfather was taken from his city where he owned a business and sent to a city way out in Western China (during Mao?). She grew up in a house and her family worked the farms.
He was able to visit the house (and some of her family that still lived there). He said there was one road in and out of the city. With several check points along the road, even out in the middle of nowhere.
Within the city and the surrounding farmland there were cameras everywhere. And a large percentage of “police officers”.
He could tell that it was just a very large “prison”. He told her that. She said no - it was just a normal city, they were free to do whatever they wanted to. Even now she believes that she grew up in a free city, after living in the states for many years now, and returning to China to visit.
Hmm... I wonder if our great-grandfathers could visit us now - would they say to us folks living in the cities and suburbs that we are living in very large “prisons”, and we would argue that no, we are free.
BTW - our suburb has had for YEARS automatic license plate readers on the cop cars that can figure out who you are and red flag those that have warrants, etc.
Most of us in the Seattle area also have the automated toll pay stickers. They have traffic monitors on all the main roads (not just the toll bridge and freeway toll lanes) that can read those toll stickers. They say that those readers are just to determine what traffic is like and doesn’t read the personal information, but I’m not so sure. Or if they are, a switch couldn’t be thrown to track individual stickers.

In extension of your ‘prison’ examples, add smart TVs and other smart devices that can hear us, track us, and monitor us in other ways. Then there are smart cars with increasing technology to do to us what our smart devices do.
For decades, I've been hearing conservatives say that if this or that line is crossed, then it will be a fight to the death.
Since then, many lines have been crossed. No fight to the death.

Not to denigrate what you’re referring to, but smart phones take the cake. Just the ability to know where everyone is and who they’re with is a game changer for government. And also don’t underestimate how useful personal automobiles can be for prying eyes. China now forbids Teslas in all ‘sensitive’ areas, as they’re about about Teslas reporting back to the US what they see and hear inside of the vehicles.

The movies Demolition Man, Aeon Flux, Eqilibrium, and Escape From New York have all come from the premise of a “walled / 15 minute” city.
Yes, the fictional cities have 2 classes. Yes, the overseers do operate with installed repression.
And yes, there would be the revival of the city dwellers and those who live outside the law.
