According the the IPCC water vapor cannot be controlled by mankind.
Water vapor is the cause of climate change.
Therefore Mankind has nothing to do with climate change.
Water vapor is a powerful greenhouse gas owing to the presence of the hydroxyl bond which strongly absorbs in the infra-red.
Just because carbon dioxide is also a greenhouse gas does not mean that CO2 is a factor in climate change. There are 105 cubic km of water vapor for every cubic km of carbon dioxide in the atmosphere.
Floods and hurricanes are the end result of water vapor activity interacting with the Sun and the atmosphere..
Climate change is the long term result of water vapor interacting with the Sun (sunspots, solar cycles, solar flares, etc.), aerosols in the atmosphere, and the oceans.
