It's definitely tongue-in-cheek - Williamson would put it far more pompously if he ever expressed this sentiment in so many words.

Read his comments on the matter and it becomes clear that he believes that he has the right to dictate terms and that among his terms are not that his consecration be regularized but that it simply be accepted as fully canonical and unexceptionable.

But you didn't address my larger points.
