Lincoln's irresponsible actions pushed troops through the state despite Governor Hicks' request not to. The irony was Hicks requested the troops not enter MD because of the riots it would trigger. Lincoln refused and sent troops right through Maryland, causing violence in which innocent civilians were killed by troopers. Hicks' only concern was keeping his electorate, the citizens of MD safe. Lincoln disregarded safety of the people of Maryland.
I think Lincoln was desperate to keep MD in the Union, fearing other states might follow example.
