It seems that it would make sense to keep an experienced crew together after a ship is decommissioned. Any Navy folks out there now why it wasn't done before?

The only reason I can think for for not keeping a crew together after decomm is that wasn't any use for a whole crew until this idea of multiple crews for a single ship.
All that could have done with them before was use for a brand new ship, but crews for those come in stages as they are required, not all in one shot.

I was on two ships that decommed in Japan, and they did try and send as many people as possible to the replacement ships, but that was more because of their knowledge of the area since the new ships were different classes than the old ones.
