Not really, TOW is an operator guided missile, not a fire and forget rocket. Range, effectiveness and the size of the "BOOM" are all much greater for the TOW. I've played a bit with both, along with the LAW, Dragon, and the AT-4.
And despite what they told us, man portability of the TOW is an amusing idea, a lot like lugging around a four-deuce mortar. Yeah, you can do it, but...
