You're right. Larry Wayne Harris "labeled" himself a white supremacist. It was a voluntary decision. And now he's claiming he was with the CIA (he never claimed this before), and he's been bagged for mail and wire fraud--so why are you defending this piece of human debris?
As for sunlight, isn't the reason it disinfects, the ultraviolet component? Crews could use powerful ultraviolet lamps to sterilize areas not exposed to sunlight.

The Sverdlovsk Incident: April 2, 1979
Less than one gram of anthrax spores were accidentally released from a military bioweapons production facility in Sverdlovsk. Sverdlovsk, which is now known as Ekaterinburg, is a Soviet city in the Ural Mountains. The invisible cloud of anthrax spores traveled as far as three miles from the site of release and killed at least 70 individuals (1). Only one fifth of those who contracted the disease survived (7). The Sverdlovsk outbreak is the only known case of an inhalation anthrax epidemic. The Russians attributed the anthrax infections to the consumption of contaminated meat. US intelligence analysts, however, were suspicious, and in 1992 they were finally allowed to visit Sverdlovsk and investigate the cause of the anthrax epidemic. Although most of the data related to the epidemic had been confiscated by the KGB, American scientists were able to find the pathologists who had performed the autopsies. 42 of the autopsies were associated with classical inhalation anthrax. The discovery was also made that the incubation period for inhalation anthrax was two to forty-five days. This finding was in vast contrast to the animal studies that indicated that the incubation period was between two to six days. These findings imply that antibiotics might be administered. Every since the WTC/Pentagon attack, all I've been thinking is "Thank you, God, that this didn't happen while Clinton was in office." I fully expected for Bill and Hillary to look the other way (or worse) while a WTC-type event unfolded before our eyes. I thought it may happen at Y2k, and then I feared he would "facillitate" such an attack to stay in office. All I can say is... "There IS a God, and he hears our prayers."
One more thing: Basic disaster preparedness consists of a gas mask, guns for self defense, and a good supply of K+ iodide and tetracycline/Cipro. Anyone here who worries about being called a nutwing can just pull up a photo of the non-existent World Trade Center for a little motivation. If you wait until something happens, even if it's on the other side of the country, it'll be too late. Mass panic will ensue because there won't be enough to go around.
For instance, does everyone know that our govt. doesn't keep enough K+Iodide on hand to go around? When Three Mile Island was in danger, they were scrambling to find enough to give to the area residents "just in case," but they couldn't do it in time. They weren't ready. They're VERY lucky nothing happened.
If we're going to be attacked, I at least want a fighting chance to live so I can experience the pleasure of watching the perpetrators get nuked back to the Stone Ages.

That's a classic line, my grand friend. I listen to the Art Bell show once in awhile in the car when there's nothing interesting on the news, and Art Bell has a lot of guests who are just knowledgable enough to scare people but don't really know the whole story. It makes for excellent radio ratings.
One last point: In the city where I live in Orange County, CA, the city's police fly a Jet Ranger helicopter over the city 24/7. The chopper is well-armed from what I hear, and if anyone attempts to do any "crop-dusting" around here they would probably be shot down, despite the chance of crashing into someone's house.
