Queen Liz Wants To Bestow A Hizzonerary Knighthood

Sir Rudolph Giuliani? It could happen — sort of.

The word from Buckingham Palace yesterday was that Queen Elizabeth wants to bestow the title on New York's shining knight, who has led the city — and the world — since the traumas of Sept. 11. But it would have to be an honorific one, since U.S. citizens cannot accept full knighthoods.

There's precedent: Other Americans so honored include Ronald Reagan and George Bush, British-born Bob Hope, Secretary of State Powell, Steven Spielberg and conductor Andre Previn. Each has received a medal proclaiming him an Honorary Knight of the British Empire.

Giuliani, however, would be made a Knight Commander of the Civil Division of the Most Excellent Order of the British Empire.

According to my source, the mayor need not fly to England. Sir Christopher Meyer, the British ambassador to the U.S., could stand in for the queen at the embassy in Washington.

Can't you just picture Rudy curtsying to someone else? But Elizabeth is anxious to make the presentation at a ceremony in Buckingham Palace. Her Majesty would shake Hizzoner's hand and present him with the accolade. However, she would not touch the Sword of State to his shoulders, as she does with British subjects.

Sources told me that Police Commissioner Bernard Kerik and Fire Commissioner Thomas Von Essen are also in line to be honored by the U.K., but I hear the plan for them will be a little less elaborate.

The mayor's rep did not return calls.

Sir Rudy,,I love it, I love it. And do I love this Queen, she is a wonderful lady. Does this mean Hill will have to curtsy to Rudy???

The British press and people have long loved Rudy, I should say. When we got an elected mayor for London, people kept talking about how we hoped the mayor would do a Giuliani type job on the city. When Giuliani appeared before the UN, British TV news compared him to Winston Churchill. He is universally respected here. A knighthood is a natural culmination of that respect.

Do you know if this is correct? Why can't a US citizen accept a knighthood?

Article 1, section 9 of the Constitution:

No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince or foreign State.

So a citizen can, but can then no longer hold any sort of office, unless approved prior to acceptance by Congress. Congress generally only approves of honorary titles.

The Constitution says that people holding public office can't accept titles of nobility.

No title of nobility shall be granted by the United States: and no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state.
Article I, Section 9

But I don't know of anything precluding all US citizens from holding titles of nobility unless its the so-called missing 13th amendment.

We can only hope! And walk 10 paces behind him, not speak until spoken to and back out of his presence while bobbing. The mere thought Makes my heart sing!!!!

London and Londoners are my favorite place and people outside of our country. London, some years ago, was a clean, beautiful place to be and I spent much time there. Rudy would, I believe, restore much that was, put the PC would not like it.

Have you gotten your copy of Barbara Olson's book "The Final Days" yet. I am reading it now and I am even more set on seeing these two low life criminals upside down swinging from gallows erected at WTC while crowds cheer.

It isn't out in the UK yet, but indeed, I have reserved my copy with Amazon.co.uk as soon as it is. I am looking forward to it - I really found Hell to Pay interesting. It confirmed everything I believed about Hillary anyway.

I thought Olsen's book wasn't out yet!! I think congress might oblige Rudy with the right to be a knight. And our new CIA director would be Sir Rudy G.,,god, I love it.

Ah yes, Sir Rudolph Giuliani. Perhaps we ought to elevate him to a peer as well - Lord Giuliani of Manhattan. Hmmm. He'd certainly add life to the House of Lords! ;)
