During the Clinton administration, the Democratically-controlled Congress used the precedent established by the National Firearms Act to ban the manufacture of new fully automatic weapons for private use. The machine gun freeze was actually part of FOPA 1986, during Reagan's administration. Maybe he means the Feinstein ban on certain "military-looking" semi-automatics that passed in 1994.

It's encouraging to know that most Americans see the value of being armed as a preventative measure against terrorism. The downside is that we're so eager to pass 'protective' laws that may include gun control measures.
There's nothing in the homeland defense package about gun control, right?
