One discrepancy in our war on terrorism is the statement by Ashcroft that if the terrorist is a US citizen, nothing can be done until they commit some sort of crime. Don't we still have a crime called treason when a citizen aids and abets the enemy? This should include raising money and funding a terrorist group.

A formal declaration of law would not allow these enemy agents to hide behind the U.S. Constitution.
