Israel would be justified to nuke just about any country, not limited to their attackers I'm not sure what you are referring to, but how is this different from us attacking the Taliban in Afghanistan? The Taliban didn't attack us, but they supported ouor attackers, so we attacked the Taliban.
I am referring to Israel's supporters, a.k.a. UAIF's, having pointed out that Israel's nuclear weapon can be used as blackmail for the West.
