I call on Congress to quickly send me legislation that makes cockpits more secure, baggage screening more thorough, and puts the federal government in charge of all airport screening and security. (Applause.)

They have been discussing this phrase heavily in the analysis of his speech.

Is this the text sent out prior to its actual delivery?

Particularly the line with the Federal government in charge of all airport screening and security!

Thanks! I missed another one! Cannot believe it -- third major speech and third band activity at the same time that has caused me to miss the speeches when he gives them. I am listening now on C-SPAN as I type!

O'Reilly says that a phrase about the
Federal Govt taking over Airport security
in the text sent out ahead was dropped in the
actual speech.

Wonder what that phrase said?

Having been around the AF for more years than I care to admit, I would think it would be similar to other contracts the AF or any Government agency lets out where they are in charge but the people doing the work are employees of the contractors.

They have several words for different types of contracts like outsourcing and privatization but in both the Government is still in charge and contractors bid for the work. That means contractors and employees can be fired a lot more easily than if they were Civil Service.

The FAA here in OKC has a lot of contractor employees working for them and the contract is rebid every few years. In fact, they just changed contractors not that long ago. FAA is in charge and the contractor provides a lot of employees with expertise that the Government doesn't have or would be too expensive to have that many civil service workers.

It is my understanding that this is what the President is talking about when he refers to federalizing airport security -- contractor employees being supervised under a contract with the Federal Government. This would allow employees to be fired and also to have the same standards in each airport in the Country instead of different procedures at each airport. When a company would bid the contract they would have to follow certain guidelines.

Yes, Matthews said Bush lied. Twice. The speech was so great it was depressing to turn on TV and hear everyone from O'Reilly ("nothing new here") to everyone else dismiss it.

The transcript is exactly right and O'Reilly is such a bore I don't watch him any more, so I don't know what he claimed. I do know, however, that this transcript and the President's speech were one in the same as I just finished watching the replay on C-SPAN!

I agree about O'Reilly. I stopped watching him after he got his multi-million dollar contract. Since then, he has been an arrogant, pompous ass. He is so full of himself that he is nauseating. As for Chris Matthews, what do you expect from a bleeding-heart clinton lover? However, David Gergen praised the speech highly, which DID surprise me. And there was no Bill Kristol to put up with tonight which was refreshing. I thought the speech was great and I love this President!
