I think it was an attempt to "modernize" our currency along with the Susan Anthony dollar coin; but merchants' cash drawers had no spaces for either so both were tossed underneath and returned to the banks. I tried to put a lot in circulation when they were released and the stores all did the same "quick look and shuffle".
The Salvation Army should threaten to earmark that "money" in their budget for the help they give to HIV+ gay men.

They released some more $2 bills in 1995. The result was similar to 1976. Here's some info from the Bureu of Engraving.
The Series 1976 note features a portrait of Thomas Jefferson painted in the early 1800's by Gilbert Stuart and the back design is a vignette based on an engraved reduction of the painting, "The Signing of the Declaration of Independence," by John Trumbull. The Series 1976 note was printed to celebrate the U.S. Bicentennial.
On September 12, 1996, Treasury Secretary Robert Rubin was presented with a new series $2 bill. The 1995 series notes were printed at the Bureau of Engraving and Printing¹s Western Currency Facility and bear the seal of the Federal Reserve Bank of Atlanta. These notes carry the signatures of Secretary of the Treasury Robert Rubin and U.S. Treasurer Mary Ellen Withrow.
Additional Facts
590,720,000 Series 1976 $2 notes were printed. As of February 28, 1999, $1,166,091,458 in $2 notes were in circulation world-wide.

That was great. Years ago I had a friend who took a bunch of brand new twenties to a friend of his at a print shop and had them glue bonded along one edge to a backing cardboard.
He put this stack in a check wallet, and would pay for things by peeling them off one at a time...

Phony money for feckless campaigns. It's a perfect fit.
