How does this relate to 'biologists' clubbing returning salmon to death to make the species appear to be 'endangered'?

Thanks for the heads-up.

When the Vail Ski Resort announced an expansion of trails into possible lynx habitat, the radical animal-rights group Earth Liberation Front (ELF) torched five buildings and four ski lifts in protest. The Oct. 18, 1998, fire caused $12 million in damage and was the largest act of eco-terrorism in the United States. No arrests were made, and the statute of limitations expired in October.

In protest? Am I being petty, or is there something wrong with this choice of words?

This past summer, ELF planted spikes in hundreds of trees to sabotage a timber sale and protect the lynx and spotted owls in the Gifford Pinchot National Forest — one of the forests where the false samples were planted.

This isn't the first time forestry officials have encountered questionable studies to identify the presence of lynx in the Northwest.

Why have the feds not succeeded at arresting any of the ELF terrorists? Why have they not considered eliminating or revising the statute of limitations, so as to preclude the ability of criminals to get off scot-free, simply by evading capture for a certain amount of time?

And how can a government agency cite "privacy concerns" as an pretext for concealing (not to mention, failing to prosecute!) the identities of criminal employees?

The answer is, it can't!

Amazing story? Not really.
They just got caught "doing what everyone else does" didn't they?
I can think of that context in many ways. I bet you can too.
If it were any organization, choose any R&D company that readily comes to mind, other than the .gov, those people would be fired in a heartbeat.
Instead..."Bad dog...baaad dog!"
That "finger shaking" and "mean voice" really works.

I would submit since they now have evidence that the envirornmental survey system they have for determining the presence of endangered species has been shown to be subject to manipulation then every such survey must be subject to major doubt.

The ones who need to be caught and thrown in jail are the "head-of-the-snake" bureaucrats who worked the initial hoax of listing the lynx as endangered.

Absolutely stuning how low an ELF will stoop to promote it's agenda. These morons should be canned, not "counseled" and then fined for the costs associated witht heir fraud. To bad there isn't a "filing a false report" statute that could be applied to them.

Their supporters are "giving aid and comfort" to the enemies of this Nation. Freeze their supporters assets, too. Freeze ALL their ASSets.

Anyone surprised by this cr@p, is probably also inclined to think that the outbreak of hoof&mouth disease in England/Europe/Japan was merely a 'natural' occurance, too!
