SUMMARY AS OF:

6/6/2001--Introduced.

American Wildlife Enhancement Act of 2001 - Pittman-Robertson Wildlife Conservation and Restoration Programs Improvement Act - Amends the Pittman-Robertson Wildlife Restoration Act to extend through FY 2006 the funding for the Wildlife Conservation and Restoration Account. Revises Account apportionment amounts between the States, the District of Columbia, and U.S. territories.

Prohibits: (1) any State from receiving less than one percent (currently, one-half percent) of such funds; and (2) such funds from being diverted for other purposes.

Authorizes a State, the District, or a territory to apply to the Secretary of the Interior: (1) for approval of a wildlife conservation and restoration program; and (2) to receive funding for such program through such apportionment. Limits to 75 percent the Federal share of such a program. Requires each State receiving an apportionment to develop and implement a wildlife conservation strategy based on the best available scientific information.

Amends the Endangered Species Act of 1973 to authorize the Secretary to: (1) provide financial assistance to any person for development and implementation of an endangered and threatened species recovery agreement; (2) review such agreements; (3) enter into approved agreements; and (4) monitor agreement implementation.

Amends the Partnerships for Wildlife Act to direct the Secretary to establish a competitive program for grants to States to pay the Federal share of the costs of conservation of non-Federal land or water of regional or national significance.<P

Revises Account apportionment amounts between the States, the District of Columbia, and U.S. territories.
The old United States vs. United States of America argument gets more plain all of the time in my eyes.
U.S. territories, not U.S.A. territories.
