The problem is the "seniority" system. Power is put into the hands of a few people who have the ability to be re-elected. The solution? Term limits (I know, I'll put my tin foil hat on). And you are correct, good men and women leave the sewer and we are left with the garabage pit of human thought as exenplified by dashole and kennedy and their ilk.
