NO, obviously she needs to make restitution, no libertarian has ever tried to justify theft because of the size of the concern being robbed. The point is the apparent mis-allocation of police resources and miapplication of felony theft law to a petty theft. Got me to thinking about the RICO act being applied to pro-life protestors

Failure to return the video, in violation of the membership agreement signed with the store, should be a civil matter. Most reputable video stores simply keep a credit card number as a security deposit, and will charge lost or damaged (or unreturned) videos to the customer's card. Stores that resort to using local law enforcement in place of good business practices - as if it were mob enforcement - abuse the legal system.

I don't approve of not returning rental property, but isn't it a little extreme to have someone arrested?

Actually the video stores are in violation of the law with many tapes that they rent if one is to believe the fine print and FBI warning against renting, lending, leasing, etc. of the videotape.
