Shadow Government Ordered After Attacks, Post Says

WASHINGTON (Reuters) - President Bush has set up a "shadow government" to ensure that the government would continue to operate in the event of catastrophic attack on the U.S. capital, The Washington Post reported on Friday.

The newspaper said in the first hours after the Sept. 11 attacks, Bush deployed a "shadow government" of about 100 senior civilian managers to live and work outside Washington, in the first-ever activation of a classified "Continuity of Operations Plan."

The report cited three officials with first-hand knowledge of the operation as saying the Cold War era plan was enacted because of heightened fears that the al Qaeda network might somehow obtain a portable nuclear weapon.

The Post said U.S. intelligence has no specific knowledge of such a weapon, but officials thought the risk was great enough to justify the expense and deployment of a shadow government.

One participant told the newspaper that the first deployment came "on the fly" in the first hours of turmoil on Sept. 11 and that the plan has evolved into an indefinite precaution.

Under the plan, high-ranking government officials representing various departments have begun rotating in and out of the assignment at one of two fortified locations along the East Coast, the Post said.

A senior official involved in managing the program said the civilian force present in the underground bunkers usually numbers 70 to 150, and "fluctuates based on intelligence" about terrorist threats.

In the event of an attack, the underground government would try to contain disruptions of the nation's food and water supplies, transportation links, energy and telecommunications networks, public health and civil order, the report said.

The Washington Post said it agreed to a White House request not to name any of those deployed or identify the two principal locations of the shadow government.

Does anyone remember seeing a report on TV a couple of years back, where they went underground a Hotel in Hot Springs, Va. They showed the closing up of a huge secret bunker that was beneath the hotel for years. The bunker was always maintained and ready for Our Government officials in case of "nuclear war",etc.

Looks reasonable they would use this facility, it's cost effective, LOL!

Oh, good, a shadow government to make sure we continue the traditions of undermining the Constitution, made up of unelected civilians. Yippeee.

But hey, this means that it really only takes 100 people to run the FedGov, right? That being the case, we need to immediately fire the millions of FedGov employees stat, they're obviously a waste of money.

They had on TV this morning that in the mid 90's that the clinton administration opened up these facilities for tours so people could see where they were and actually go inside the facilities. How dumb is that?

Yup. I saw that. It was able to accommodate hundreds if not thousands. Fascinating. I expect the reason we know about this one is because they have built a new (modern) one.

The "shadow government" facility you speak of was at the Greenbriar Resort in Sulphur Springs West Virginia, which is now open to the public for tours. I understand that since THAT was exposed, the feds built a new facility. I have heard rumors where it is, but I won't repeat them.

Thanks, sorry I missed it. I thought the facility was closed down permanently during the Clinton Administration. There was one man who was in charge of it for decades, and he was there from start to finish. He gave us the "tour" in the report.

So now it is a "tourist attraction"..? figures.

Let me get this straight. An unelected goverment if the other gets hit? Having total and absolute power?
I'd watch my back if I were Washington. A few disloyal members, and we could have a new dictatorship.
Why not just use those already elected ? Each Governor is responsible for his state until they get their act back together?
Military personal can move up in rank if senior members are taken out.
This just sounds too creepy. Let's hope the Members of DC are on vacation if anything does get to the Capital!

I have no problem with planning for potential chaos situations so as to be able to mobilize emergency services. For example, hospitals in America run exercises for such events all the time and the hospital administrator isn't typically "in charge" of such operations. Planning for catastrophe is one of the things that makes this nation great and our infrastructure a bit more immune - our buildings don't fall down in earthquakes like they do in India or Bolivia where no such pre-planning exists, for example.

It's called leadership and forethought.

Clinton let the nations enemies have and know everything. Why not show them the bunkers as well? When they take us out as Clinton has planned, we can't have any loose ends, now can we?

The story has circulated for years that not only is there a shadow government, but that THAT government is the one that actually runs the country and both parties...

Now that's pretty absurd, isn't it???

We all know there's no such thing as a Shadow Government, or a cover-up in OK City, or Waco and Ruby Ridge...We know there are no UFO's and Islam=peace...We know the Yugoslavs and Serbs were the bad guys and the Albanian Kosovian muslims are the good guys...Has to be true...Our govenment tells us these things are so...

You don't need no stinkin tin-foil hat...
