The differences are simple enough. Milosevic is basically innocent of the things he is being accused of, he and his country never showed any desire or plan for acquiring weapons of mass destruction or seizing major oil assets in the region which weren't theirs. The war against Milosevic was pure dog-wagging. The story on the front page of all American papers the day before Kosovo started was that of Juanita Broaddrick, a totally credible rape allegation against Slick Klintler, and there was no other real reason for Klintler starting Kosovo. News accounts a week and a half later told of Klintler and his cronies doing high fives and talking about "hitting a home run".
