I'm glad WV is not the only state that falls for such scams. Oracle agreed to donate to West Virginia University all of the free software that they wanted to develop their financial system. So far it has only cost WVU $50 million. Next year it might work. Ya gotta love it.

Thus, we have an ROI of 189,900%. I don't think you could do that at the height of the dot-bomb era of the late 1990s.
