What's wrong with this picture?
- An actual $24 billion deficit vs. $3.6 billion in "savings" in the "best and final" budget.
- The California Constitution requires a balanced budget.
- The California Constitution requires a vote of the people before borrowing > $300,000.
- By the end of next month, all state employees will not be paid at all, or only at minimum wage.
There should be a train wreck, but I suspect that Doofus is hoping that nobody will notice his little problems until after Nobember.
It's fascinating that all discussion of borrowing to "tide the state over" or "amortize the debt" has ceased.
