Well, it IS a scam, but I'm not sure about the extent of the State of California involvement. These projects i'm talking about are Federal Housing units, but you can readily see how the contracts can be awarded to "deserving" contractors. What DAVIS wants to do will work out the same way over time. It's disgusting!
