The state's five main power companies had enough unused generating capacity to prevent most of the outages that occurred during the energy crisis, a study released Tuesday contends.
In a 62-page report, the California Public Utilities Commission concludes that Duke, Dynegy, Mirant, Reliant and Williams/AES could have provided far more power -- even with a historically high level of plant shutdowns.
