California: Davis procrastinating on deciding fates of hot-potato measures

Gov. Gray Davis ducked the first debate among gubernatorial candidates this week, on the premise that he's too busy handling hundreds of bills sent to his desk by the Legislature before it adjourned three weeks ago.

It was probably more of an excuse than a true rationale. But Davis does face a high mound of leftover legislation, and with scarcely a week left before the deadline to sign or reject measures, he's under the gun -- especially since he appears to be procrastinating on the most controversial bills.

This guy get's it all wrong. Davis is delaying in hopes that he will get more contributions from the unions or the farmers. Only then will he decide. Alternatively, the check might not have cleared yet.

Why Davis is delaying on the farm labor bills and the other controversial measures is a little difficult to understand.

It gives him additional time to extort more campaign contributions.
