Gov. Gray Davis ducked the first debate among gubernatorial candidates this week, on the premise that he's too busy handling hundreds of bills sent to his desk by the Legislature before it adjourned three weeks ago.
It was probably more of an excuse than a true rationale. But Davis does face a high mound of leftover legislation, and with scarcely a week left before the deadline to sign or reject measures, he's under the gun -- especially since he appears to be procrastinating on the most controversial bills.
