Bills signed Monday by Gov. Gray Davis include:

BUSINESS:

- AB551, Assemblyman Lou Papan, D-Millbrae, bars nonfinancial companies from purchasing state-chartered banks. The bill bars retail giant Wal-Mart from buying a small Southern California bank.

- AB15, by Assemblyman Tom Harman, R-Huntington Beach, authorizes local governments to require a business license for independent contractors who are employed by state licensed cosmetologists and health care professionals. The bill was written to stop chiropractors from using their licenses as fronts for prostitution.

- AB2578, by Assemblyman Kevin Shelley, D-San Francisco, makes it a crime to misuse proprietary information from state agencies or the California Independent System Operator.

- AB2650, by Assemblyman Alan Lowenthal, D-Long Beach, cuts down truck diesel emissions in port areas by encouraging terminals to offer truckers extended hours or an appointment system that reduces time at gates with an idling truck. The bill sets $250 fines on marine terminals for each truck that idles longer than 30 minutes while waiting to enter.

CHILDREN AND FAMILIES:

- AB299, by Assemblyman Rod Pacheco, R-Riverside, expands existing reporting laws on suspected child abuse to add certain reporting requirements and require agencies to work together in reporting abuse.

- AB746, by Assemblyman Jay La Suer, R-La Mesa, allows a non-California resident to file an adoption petition, receive adoption services and finalize an adoption in California.

- AB2972, by Assemblywoman Dion Aroner, D-Berkeley, prohibits age discrimination claims against homeless youth shelters.

- SB174, by Sen. Sheila Kuehl, D-Santa Monica, creates a pilot program allowing some counties to launch confidential mediations programs in custody disputes.

COURTS:

- AB2504, by Assemblywoman Hannah-Beth Jackson, D-Santa Barbara, requires the disqualification of any private judge who has arranged for future employment or other compensated service as a dispute resolution neutral arbitrator or who's had a discussion about that prospective employment or service within the last two years.

- AB2915, by Assemblyman Howard Wayne, D-San Diego, enacts rules for mandatory consumer arbitration fees in private courts. It prohibits "loser pays" policies under which losing parties are required to pay the fees and costs of opposing businesses.

- SB1732, by Sen. Martha Escutia, D-Commerce, transfers control and financial responsibility for California's more than 450 courthouses from counties to the state.

ENVIRONMENT:

- AB2312, by Assemblywoman Judy Chu, D-Monterey Park, requires the California Environmental Protection Agency to establish an environmental justice small grant program to educate low-income and minority communities about environmental hazards.

- SB621, by Sen. Jim Costa, D-Fresno, provides $3.1 million to improve water supplies in Tulare and Madera counties. The bill includes $1.05 million each for the Tulare County Water Works District and the Alpaugh Irrigation District for repairs and replacement of water supply and treatment systems, and $1 million for Madera County to improve water supplies near Oakhurst.

HEALTH:

- SB1950, by Sen. Liz Figueroa, D-Fremont, requires that the Medical Board of California disclose a doctor's malpractice settlements, if the physician has had three or more settlements of $30,000 within 10 years.

LABOR:

- AB2816, by Assemblyman Kevin Shelley, D-San Francisco, requires temporary agency to pay worker compensation premiums for workers they provide to licensed contractors.

- AB2596, by Assemblyman Herb Wesson, D-Culver City, a companion bill to SB1156, sets limits on farmworker mediation at five years and limits the number of potential mediation cases to 75. It also doubles the number of days for required negotiations to 180 before bringing in mediators.

- SB1156, by Sen. John Burton, D-San Francisco, requires a mediator to recommend a labor contract between agricultural employers and unions that would be forwarded to the Agricultural Labor Relations Board. The board then would approve or reject the contract.

SCHOOLS:

- AB1381, by Assemblyman Dean Florez, D-Shafter, allows students with an adequate test score and who have been attending a California public school at least 110 days in each of the two years before taking the STAR test to be eligible for the Gov.'s Scholars or Gov.'s Distinguished Mathematics and Science award.

- AB2532, by Assemblyman Rod Pacheco, R-Riverside, requires the State Board of Education to adopt maximum weight standards for elementary and secondary school textbooks to help reduce backpack strain.

- SB1478, by Sen. Bruce McPherson, R-Santa Cruz, allocates $40 million in federal funding to before and after school programs, particularly in rural areas.

- SB1934, by Sen. Bruce McPherson, R-Santa Cruz, requires the superintendent of public instruction to create a curriculum framework for career and technical education.

OTHER:

- AB1858, by Assemblyman Dennis Hollingsworth, R-Murrieta, authorizes counties to establish and implement sexual assault felony enforcement, or SAFE, team programs.

- AB1866, by Assemblyman Roderick Wright, D-Los Angeles, requires local governments to approve second units, or granny flats, if the application conforms to the ordinances governing such units.

- AB1868, by Assemblyman Paul Koretz, D-West Hollywood, authorizes the issuance of temporary restraining orders and injunctions to abate and prevent the nuisance activities.

- AB2018, by Assemblyman George Nakano, D-Torrance, establishes a 12-member Public Safety Communications Advisory Board, which would be responsible for developing and implementing a statewide integrated public safety communication system with the Federal Communications Commission.

- AB2289, by Assemblywoman Christine Kehoe, D-San Diego, provides increased homeowner protections and notifications against nonjudicial foreclosure by common interest development associations.

- AB2583, by Assemblywoman Judy Chu, D-Monterey Park, establishes a campus sexual assault task force to assess California's college campuses on the issue of sexual assault and create a set of model guidelines for addressing the issue.

Bills vetoed Monday by Davis include:

IMMIGRANTS:

- AB60 by Asseblyman Gil Cedillo, D-Los Angeles, would have allowed undocumented workers to obtain California driver's licenses in certain situations.

ENVIRONMENT:

- SB1970, by Sen. Gloria Romero, D-Los Angeles, would have prohibited the disposal of waste from decommissioned low-level radioactive sites at municipal landfills. The governor made an executive order instead, banning waste with residual radioactivity from being sent to Class III landfills, facilities that are designed for household waste.

PRISON INMATES:

- SB1362, by Sen. Betty Karnette, D-Long Beach, would have required the California Department of Corrections to establish a pilot project allowing women in certain prisons to visit with their children.

- SB1544, by Sen. Betty Karnette, D-Long Beach, would have required the governor to speed up the transfer of foreign prisoners incarcerated in California prisons to their home nations.

OTHER:

- SB1828, by Sen. John Burton, D-San Francisco, would have required local governments to notify a tribe of proposed construction within 20 miles of a reservation and protect from development sacred sites that tribes have used for generations.

- SB1523 and SB1619, by Sen. Gloria Romero, D-Los Angeles, and Sen. Byron Sher, D-Stanford, that would have set a mandatory $10 recycling fee, the first in the nation, on each of millions of new televisions and computers sold in California.

- SB689, by Sen. Don Perata, D-Oakland, would have allowed auto insurance companies to use consistency of coverage as a factor in determining rates and premiums.

- SB1975, by Sen. Ross Johnson, R-Irvine, would have brought back California's traditional June primary for state and congressional elections.
