Yeah, I think disturbence is taking on a new meaning.

Under the topic of the continuing saga of the Cal ISO, I see that they are now troubled by Overgeneration during light load hours and are trying to get around their proceedures. This is probably the Net-load issue that S&P hammered home in their Bond Rating. The ISO can't find an off hours market so rather than eating the cost and asking their suppliers to just not generate, they are bending the rules requesting folks for place decremental schedules to reduce generation. Also, with the loads being as low as they are, one has to wonder why there would be congestion on the transmission system. In today's Cal ISO Oasis operating messages, I found the following:

So is the overgeneration because of the long-term contracts? I thought that many of those were "take or pay".

Then, too, this recession is probably worse than we think, so that may be a contributing cause.

Is Helms Pumped Storage out of service? They can suck up a couple thousand megawatts each night, and give it back during the day. (I worked there for a month - it's an engineering marvel, IMO)

And one more question. Does this mean that Davis will rescind his Lights Out at Night Order?
