The part that gets me is that we have a usage that is above baseline because we have our own well. People who use water from a utility get bulk pricing on the power the utility requires for their pumps that doesn't figure into their power consumption. Other than that 2 hp pump, we are very frugal with power.

The rate structure screws us either way. If we could get time of day pricing, I'd put a timer on the well and run it at night.

Same situation I was in when I lived there. I did exactly as you said, and only ran the well pump during off peak hours. I got screwed anyway, because just having a well puts one into the "energy glutton" category, regardless.

Think rural cleansing.
