Sacramento -- In Sacramento, black tie is out, blue jeans are in. Elaborate staging is giving way to recycled backdrops. All-out partying is a thing of the past. Thanking supporters is all the rage.
Gov. Gray Davis will ring in his second term starting Saturday with low-key affairs befitting the state's hard economic times and in sharp contrast to the lavish soiree he hosted four years ago.
