Sacramento -- In Sacramento, black tie is out, blue jeans are in. Elaborate staging is giving way to recycled backdrops. All-out partying is a thing of the past. Thanking supporters is all the rage.

Gov. Gray Davis will ring in his second term starting Saturday with low-key affairs befitting the state's hard economic times and in sharp contrast to the lavish soiree he hosted four years ago.

During the same week, Davis is scheduled to give his annual state of the state address and deliver to the Legislature his proposed budget, which will include tax increases as a way to fill a $34.8 billion gap.
