Gov. Gray Davis said Friday that he intends to call a special legislative session this month to rescue the California Coastal Commission.
The 12-member panel has regulated development along the Pacific Coast for the past 30 years, but last month was declared unconstitutional by the 3rd District Court of Appeal in Sacramento.
