Pot smoking is certainly not an enumerated right, but the enumeration of certain rights under the Constitution doesn’t disparage other rights retained by the people.
Which is a big difference from the 2nd Amendment, which is an enumerated right.
There is no right to smoke cannabis, it can be regulated by the local authorities, just like some regulate alcohol, etc. That’s at least what the 21st said, last I checked.
