IMHO He was reading from the Teleprompter.
He followed the script.
You can tell when he's not on the teleprompter, because every other word is 'ah' or 'well, well', or 'I, I, I' or 'but' .
Since this video was likely a condensed version of the speech, maybe they left the extraneous stuff out, which would mean I could be totally wrong.
I do think that what he said is exactly what they wanted said.
