Logically "prosperity" is something we earn as individuals or nations.

No one "deserves" prosperity. Use of the word "deserves" in this context implies that prosperity can be GIVEN by someone or something.

Certainly Obama does not give us prosperity. The state does not give out prosperity either.

I think Governor Romney means he’ll get government out of our way so that we are able to prosper.
