An inadvertent bit of truth here. The author has bought into the "Southern Whites are all racist and history proves it" narrative and doesn't appear to recognize how very bigoted that really is. But it isn't really truth that he's after here. It's finding "other ways to juice black turnout", and never mind if they happen to be a bit suspect, bigoted, racist, manipulative, or simply wrong. It's all about agitation.
