Exactly -- and quite different from what Disney is doing. Disney has perfectly good American workers whoa re doing the jobs, but they want foreigners because they're cheaper, and they're hiring H-1B people to fill jobs that are already filled -- then forcing the current jobholders to train their replacements. (I wouldn't do it, BTW -- I'd quit first.)
When you have specific jobs that require specific skills and you cannot find those people, that is a legitimate use of H-1B. That is a very limited use, and I suspect that there is way too much use that comes closer to the Disney way.
Walt would never allow this at his company, BTW. The Disney family needs to regain control.

Let me fix that statement: But there were some particular jobs where we needed particular sets of skills and we didn't want to pay market salary rates, where we were growing a particular business.
