No, it wasn’t a surprise. Just more lying.

I have dual citizens in my family and it’s a big deal.

The US government really doesn’t like it, either.

US passports. His mother was a US citizen in Canada on a work visa.

If you are referring to Cruz parents, his Mother holds a USA, his Father, at the time of Ted’s birth held a Cuban, now USA.
In 1970, children did not need Passports if they travelled with parent.
