The FBI doesn’t indict. They conduct an investigation. The US Attorney General’s Office indicts.
If the FBI recommends an indictment .. and the DOJ won’t indict her .. where do you go next ..??
And .. there are already rumblings in the FBI, that if the DOJ doesn’t indict her (because of the overwhelming seriousness of the evidence) .. there are going to be mass resignations; plus they will go public.
My best guess would be Obama would issue her a pardon; on condition she give up the race, and leave the country.
