I do believe he is not required to spend the money at all if he does not want to and the congress can not force him. Obama constantly moved money around.
Yesterday I was as angry at POTUS as anyone else. Today, I have had time to reflect on this.
Leadership means making the tough decisions not the popular decisions. Save your anger for those who truly deserve it. I absolutely DESPISE the GOP Congressional leaders. THEY did this to us not President Trump. I trust my President.

That's why President Trump should've made a big deal about "read the bill" about two weeks before the fact. It was the Republicans causing a situation that their deep-pocket donors would get everything, no questions asked. It was a deliberate spitting in the face of every voter who voted for them to support the Deplorable Agenda.
There was no three-dimensional chess here.
