PUHLEAZE! After the whole "bright idea" scandal of sending an idiot Clinton lackey out ot Niger to drink tea, I'm VERY skeptical that the CIA is capable of any sort of coherent cover policy let alone doing it through a "repuatible" educational association.

The Fulbright program is sponsered by the US State Department. I don't know that I'd call THEM reputable, but supposedly CIA types are often covered as State Department employees.
