I remember the Double Layer from a grad school class or two, but I don't remember enough to figure out exactly what these people are doing. I'd be interested in knowing whether the power they get from this setup is greater than the power they'd get from sending the same pressurized water through some kind of turbine. If the power they are getting through this technique is less, it won't be used to power our electricity grids

The tipoff that this was a crank article was this phrase:

In the first place, Paul Erlich lost the bet; There are more petroleum reserves now that at any time in the past.

In the second place, what about zero-emission, environmentally-friendly nuclear power?
