Yes, I know it sounds crazy. But under some quirk of Pennsylvania law, a third-class city CAN condemn property outside its limits, if the purpose is "recreation."

I've told the Sahas to consider challenging this law on constitutional grounds (to me there's an issue with "equal treatment"), and they said they would consider it.
