No, Barney (the dino) did it with the promise that 20 years later (after everything had cooled down) a government supported TV network would give him his own show.
Proof: PBS and the Barney show came to be. Case closed.

Most likely scenario: Oswald did it, alone. Motive? If you believe Oswald acted alone, you must believe Jack Ruby acted alone despite evidence that he, too, was part of a conspiracy.
