KIRKUK, Iraq (AP) -- U.S. senators Hillary Rodham Clinton and Jack Reed met in this oil-rich northern city Saturday with local officials who urged the visitors to raise the problems of their city with U.S. officials back home.
After the 90-minute private meeting, Kirkuk's governor Abdel-Rahman Mustafa said the senators were briefed on the severe economic problems and high unemployment facing the city.

re: your 2 questions; I've two of my own...
Since the Constitution expressly forbids States to beseech or enact separate treaties (or other diplomatic efforts) in such a way as to show a divided front (where the Nation is/should be represented by the federal government as represented by POTUS and the State Dept), does not this woman's shilling clearly represent an illegal act?
Does she work for, or represent, the State Dept? No.
Has she been appointed by the President to represent the interests of the United States? No.
(all right, that was 3 questions... but I answered two of them)
