Youngsters with new drivers licenses will be allowed only one passenger to sit beside them for the first three months they have a license.Not 1 year, not 6 months, but 3 MONTHS. Why 3? If THAT'S not feel good, well I don't know what is.
3 months, yeah THAT'LL DO IT. Onward towards safety!

Perhaps the 3 months period was only a compromise with those (like, apparently, yourself) who oppose such things? In any event, asking the legislators that passed the law might get a more usefull answer about the 3 month time frame than asking me or FReepers in general to speculate about why. Why don't you try that?
BTW, your use of CAPS everywhere doesn't lend itself to positive consideration of your posting (it sounds like you are trying to induce hostility not considered thought). Tone it down a bit, it's not needed.
