Highly likely, I think. In all of history, how many tyrants and terrorists on the level of Khadafi have suddenly become cooperative? This is either a ploy by Libya or fear that the Khadafi dynasty will suffer the fate of Saddam. If the latter, he would only be afraid enough to "turn" if he were implicated in Al Qaeda plots up to his eyeballs.

"Sealing our borders" is easier said than done. We don't have enough military to completely seal them. You would have to stop all foreign visitors and imports as well. What kind of shape do you think our country would be in if you did all of the above? And that still doesn't address sleepers who are already here.
I agree that the powers that be need to take the problem of illegal immigration seriously...but we're going to win this war mainly on offense (and only somewhat on defense).

I was wondering if this wasn't a CYA maneuver by G'Daffy in an effort to close the barn door after the cows (or, in this case, WMD) are already out and in A-Q hands. How could Libya possibly be subject to attack after this noble act?

This makes a LOT of sense. The FBI issued a bulletin a few days ago mentioning possible chemical attacks and advising anyone who detected the odor of "bitter almonds" that it could be a chemical attack.
